State Representative Gayle Manning of North Ridgeville has cast her vote in favor of House Bill 15, a legislative proposal aimed at enhancing power generation, affordability, and reliability within Ohio’s electrical grid. Manning emphasized the bill’s significance by stating, “This legislation marks a transformative step toward fairness, transparency and affordability for Ohio’s ratepayers.”

House Bill 15 introduces several changes to strengthen Ohio’s economy through reliable energy sources. It permits intrastate transmission to encourage market competition and designates “priority investment areas” to incentivize new energy developments by offering tax exemptions.

The bill seeks to improve energy affordability by eliminating Electric Security Plans (ESP) and requiring utility companies to undergo comprehensive reviews by the Public Utilities Commission of Ohio (PUCO). This change aims to protect ratepayers and increase transparency in consumer rates. Additionally, it prohibits Electric Distribution Utilities (EDU) from participating in the wholesale market with assets funded by distribution customers.

To meet Ohio’s current and future energy needs, the bill prevents EDUs from owning generation facilities, thus fostering a competitive market. It also establishes regulatory timelines for PUCO processes and reduces taxes on new energy infrastructure starting in 2027. The legislation mandates annual stakeholder meetings and reports on grid modernization efforts.

House Bill 15 responds to Ohio’s growing electricity demand as the state emerges as a tech hub attracting companies like Anduril, Honda, and Intel. The bill now awaits consideration by the Ohio Senate.
