JOB OPENING FOR DEPUTY CLERK OF COUNCIL FOR THE CITY OF LORAIN, OHIO

The City of Lorain Council Office is accepting resumes for the position of Deputy Clerk of Council.  This job's duties are detailed on the job description listed below with a rate of pay based upon qualifications.

Deputy Clerk of Council

General Statement of Duties:  An employee in this classification performs various administrative duties and provides clerical support to the Clerk and City Council members. The Deputy Clerk shall assist the Clerk of Council in all official duties required in the Ohio Revised Code and perform all said duties in her absence.

Minimum Qualifications: An Associates Degree (Bachelor Degree preferred) in a related field or the equivalent in related experience is preferred. The successful candidate shall posses the ability to use all office machinery and will be required to demonstrate proficient typing skills along with adequate transcription skills and knowledge and efficiencies of various Word programs. This position requires an individual who is able to handle multiple tasks, is detail-oriented and able to meet frequent deadlines. The successful candidate shall diligently perform the duties of the Deputy Clerk of Council without supervision in a high-energy, fast paced professional office environment and shall possess strong verbal and written communication skills, present a pleasant and demeanor and have an in depth understanding of local governmental proceedings and requirements. The Deputy Clerk may also be required to attend IIMC Conferences and educational events to obtain certification as a Certified Municipal Clerk within a 7 year period as condition of employment.  

Description of Work: Duties listed below are intended only as illustration of the various types of work that will be performed by the Deputy Clerk of Council. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment of the position.

Screens visitors, calls and responds to questions, complaints or concerns from both city personnel and the general public through research or referrals.

Schedules and coordinates reservations for persons or groups wishing to utilize the Council Chamber and Caucus Room for meetings and maintains a calendar displaying the schedule.

Operates and ensures efficient operation of all office equipment by continually replenishing supplies and making arrangements for repair and maintenance and maintaining logs for each.

Maintains the journal and chronological indexes, updates to codes and provides extensive research upon request of laws and historical data to both city officials and the general public. 

Administrator of the software programs in the Council Office (Docuware, BIS Digital and Agenda Quick, SuiteOne, City Website), trains new users, creates profiles and provides assistance/troubleshoots for city departments.

Scans all ordinances, resolutions, affidavits, minutes and other important documents into the Docuware Management System for retention and research purposes.

Organizes archival documents in a secured vault area by logging the update, repeal or amendment of various legislative items.

Attends and facilitates all designated council meetings, record proceedings and prepares all minutes, reports and correspondence resulting from such meetings in a timely manner.

Narrates and conducts presentations and/or tours of the Council Chamber and Council Offices to special interest groups (school groups, boy/girl scouts, etc.)

Attends the Ohio Sunshine Law Training each term and on behalf of Council if designated by them.

Performs all duties of the Clerk of Council in her absence and attends any municipal meetings as requested by Council members including payroll and legislative certifications.

Prepares legislation, commendations and conducts extensive research on matters requested by Council, many other city officials and general public.

Promptly responds to all public records requests in accordance with state statutes and keeps a log of all requests received
