COLUMBUS—The Ohio House of Representatives passed Substitute House Bill 2 today, marking the approval of the state’s two-year construction budget for capital projects. This includes significant funding for the Strategic Community Investment Fund. State Representative Gayle Manning (R-North Ridgeville) announced that the Capital Budget will make historic investments in local community projects.
The Strategic Community Investment Fund allocates $350 million for statewide, regional, and local projects. Established under the state’s main operating budget passed in 2023, this fund utilizes excess funding from the previous fiscal year.
“Capital projects are generationally transformative and will provide enrichment for the families of the district,” Manning stated. “Ohio’s fiscal responsibility has allowed the state to invest additional funds back into our districts through the Strategic Community Investment Fund and these funds will allow for projects to be completed quicker.”
Due to ongoing conservative fiscal stewardship, Manning secured one-time funding for several projects in Lorain County and surrounding communities:
- $2.5 million to Lorain County Community College for renovating the Microelectronics Training Hub.
- $1,075,000 for continuing construction at French Creek Sports Complex.
- $1 million to Lorain County Fair for building a new expo center and replacing three junior fair buildings and an outdoor arena.
- $600,000 to Girl Scouts of Northeast Ohio for infrastructure improvements and constructing two new yurts.
- $500,000 to Nord Center for structural renovations.
- $500,000 to improve Root Road Park in North Ridgeville with drainage and stormwater management.
- $115,000 to replace the roof and parking lot at Lorain County Safe Harbor.
- $100,000 to Beyond the Wall programming for transitional housing support.
Additionally, Sub. House Bill 2 includes substantial statewide capital investments:
- $600 million for the School Building Program Assistance Fund;
- $400 million for Public Works Commission Local Public Infrastructure and State Capital Improvement Program;
- $397.6 million for higher education projects across Ohio;
- $250 million allocated towards local jail construction throughout Ohio.
Substitute House Bill 2 now awaits Governor's signature.
